Murders in the Korean capital Seoul and in America brings together a mis-matched pair of no-nonsense cops; one from the West (Biehn), one from the East (Park). In their efforts to solve the crimes, their investigation leads them deep into a gang war between the Mafia and Yakuza, one which they discover may not be of the making of either side.

Complicating matters, and escalating the body count, is the presence of two hitmen, one from each side, each of whom may be persuing his own agenda!
