I can't imagine anyone not buying this game after buying WoW. It adds months of extra gameplay and great playing with people you met in the first game. The great maps are huge and add extra depth to the game and look great especially on a good computer.
Highly recommend to a WoW player.

You might want to reach lvl60 first... but it is worth it.

Dont get me wrong, you have to buy this if you own WoW but there isn't really a lot you will get from it unless you already own a lvl60 character as only lvl60 characters can access OutLand.
I bought this when I first started playing because I thought I might aswell just buy wow and BC together, but I soon realised there was little point in getting BC yet.
The only extra content you will get before lvl60 is two extra races and their starting zones and all that goes with that, but 90% of the content in BC is lvl60+ and located beyond a portal you cant access until lvl60.
You might want to play for a few months first, get to lvl60 and THEN buy BC. Atleast see if you like the game first.
