Firstly I'd like to point out that the game doesn't state that you can steal peoples' cars, but you can steal a fare in multi-player if you ram into them!
This game is great, it looks exactly like the Dreamcast version! You get 2 games on one disc, Crazy Taxi and Crazy Taxi 2 (Crazy Taxi 2 was only released on the Dreamcast, but now it's on the PSP). The Crazy Dash is easy to perform on this PSP version, unlike the Playstation 2 and Gamecube versions. Crazy Taxi plays fast enough, even when there's a lot going on, although there may be some slowdown now and again. Crazy Taxi 2 isn't fast enough, however. There is slowdown everywhere, but it's still very playable and if you're the kind of person who isn't performing every crazy move under the sun, or hasn't experienced the Dreamcast game then you should have no problem with it. Because of the slowness of Crazy Taxi 2 in comparison to the Dreamcast version I'm giving this 4 stars. The graphics are excellent, the sound is great and the controls are fantastic.
